Problems with IIS Web Site

I am attempting to run a web site with IIS. I have it set up and I put a file named index.htm in the wwwroot directory. However, when I attempt to access the website with my browser, it says “There is no website configured at this address”. Why won’t it work? How do I get it to recognize file I put in the directory?
