Project Server was unable to find the specified resource

This problem is secondary to my original problem. I am trying to add an enterprise resource to Project Server from Project Professional ie:

Tools/Enterprise Options/Open Enterprise Resource Pool.
Open/Add.
A blank checked out Enterprise Resource page appears.
I add the person’s name.
File/Close.
“The resource global is already checked out by another user”.
I fix this error by logging into PWS and “Check in my projects” -> resglobal.
Now I click “Retry” in Project professional.
“Project Server was unable to find the specified resource”.

FYI: I did find some duplicates in MSP_Resource and MSP_Web_Resources and have since deleted them but this did not fix my problem.

Any ideas?
