Public directories in UNIX

I am new to UNIX, what defines public directoris in UNIX. When searching for the sticky bit on directories, If symbolic links show up with the sticky bit set is this a security problem?

1 - "Public Directory" is a concept. It is generally a directory with fairly open permissions (777 or at least 664) letting most users read and essentially all users write.

2 - I've never heard of the sticky bit itself being a security problem. Although links can start to become an administrative concern.
