Public folder permissions

I have upgraded to win 2k and Exchange 2k from NT 4.0 and Exchange 5.5. I had some info in public folders that a user could access the info and edit the contacts but not deleat any, this all worked great in Exchnge 5.5. Now in Exchange 2000 I set the permissions the same and now the user cannot save any changes, they get the error not enough permission to perform this task. With active directory do I need to change permissions elsewhere? I just went to the folder properties and set thier permissions.
