public folder task assignment

Is there a way to set up a public tasks folder on Exchange 5.0 so that any individual can add a task to the list? One of 2 people must then be able to accept the task from the public tasks folder for inclusion in their personal tasks. Everyone should be able to see the status of all tasks plus the names of the task assigner and the task owner.
