PWS Webs can only be seen by NT clients

PWS webs on win95 and win2K PCs can only be seen by NT workstations. win95 and winME PCs cannot see the web pages although they can see shared folders on the PWS PC through network neighborhood. Why can NT clients see but not ME and 95/98
