You could do this via shortcut on the desktop.
Right-click on Desktop Select New and then Shortcut Type the following in the first box:
C:\Windows\System32\shutdown.exe -f -s -t 0
Click Next Give the Shortcut a name of your choice. Click Finish. Click on the Desktop Shortcut to Shutdown the device.
N.b. not sure why you would want this tho!
