"Read Receipt" in Outlook 2000

(A) has automatic read receipts on all of the e-mails sending out, he gets read receipts from all users he sent emails to, however he never get any read receipt coming back from another user (B).
I did a test with (B) and there is no receipt feedback from him, either.
I am sure the email was marked as read in his Outlook because he replyed me and I also checked it by myself.
I checked the setting in user (B)'s Outlook, under Tools--Option-EMail Option-Tracking Option is set up fine. DID NOT SEE ANY OPTION TO DISABLE THE SENDING OF READ RECEIPT.
Please advise, thanks a lot.
