Reboot requires Safe Mode boot

Any reboot like after loading an app, requires the system to do a boot into ‘safe mode’. Otherwise, the system hangs midway into the normal boot. After a ‘safe mode’ boot, the system will boot normally.
This started after a format and load of system’s hard drive. Not experienced before

Boot.ini files may be corrupt,start in safe mode and select the step by step confirmation and once the screen is up select the yes for each step and reboot the system,if problem persist run scan disk to locate and fix any drive problems.

Lately I have seen some problems with Restart. The best bet is to select no when a restart is called for and shutdown and restart the system manually. This seems to be a windows problem. I am not sure what it is and have heard nothing from MS about it.

System back to normal operation after a re-reformat and reload. thanks much
