Recalling a message does not work

I am using Outlook2K SR1 with Exch2K sp2. The recall message feature is not working, it does not recall messages. This is happening on our entire network. We are all using the same version of Outlook, logged into the mail server, the message has notbeen removed from the Inbox and the messages have not been read. When I recall the message it stays in the Inbox for the recipient to read. If the recipient opens the recall message it deletes the original. Is this how it is supposed to work or should it remove the message from the Inbox. Thanks.
