Redirect Distribution List for approval

I am using Exchange 5.5 with Outlook 2002. I create a DL named “Everyone” on server and add all users in it for mass emails. Now is there any way that if any user from the list use “Everyone” the email comes first to me and then after my approval/check I send it to “Everyone” DL. The whole process should be transparent to users. (They dont have to know that their emails audit/check). Its just for the security and to control junk/spam pass through Everyone group in my organization. May be it can be accomplished through server side or client side rules….. I have no idea….
