reinstalling win98se

I am running ‘windows 98 se’ and would like any advice on reinstalling the operating system. The pc came preinstalled and all i have is a ‘recovery cd’. It says to insert, then restart and follow onscreen instructions. But the cd does not start when i restart pc. Also any sites or tips on completely reformating before reinstalling.
