Removing All Winnet.exe Related Files

The Winnet.exe program for adding an internet search bar on the IE browser is embedded so deep into one of our PCs that it doesn't seem to be removable. This program creates itself ( without permission ) in a C:\Program Files\CommonName\AddressBar\winnet.exe folder and within the windows XP registry. I have tried the Add/Remove programs function; starting in safe mode and deleting the folder along with running a search to identify all related files and deleting them. I also delete all internet history, cookies, and temporary files. Followed this up with using Adaware 6.0 to identify and removing any related files attached to registry keys. This application has files associated with winnet.exe, DownloadPlus and comiz.exe.
This has not worked to date. The program seems to replicate ( create )itself again as soon as the computer connects online to internet.
Norton AV enunciates "Download.trojan" virus alerts when this program activates itself. The full virus scans finds no viruses because apparently the Norton AV has deleted it ( according to the AV message).
Any provided assistance and expertise on completely removing this program and all related files would be apprecaited!

Make sure you have system autorestore disabled if you OS has that capability.

Download, Install, Update, and run Spybot.

Remove spaces that occur during copy and paste.
