restart looping problem

My computer goes to restart looping when the Windows "Welcome" screen appears
I tried to start in safe mode/last known config/start normally, etc, none of the options work

I also tried to start safe mode with command prompt and run system restore to select
restore point but when the computer restart to restore, it goes to restart looping again

I have windows xp sp2

anyone has any suggestions on what I should do...

This problem is caused because windows is set to reboot on error.
There is a conflict of some sort occurring when you start the machine, therefore the system restarts.
If you are brave enough you can press the F8 key during boot up and select the option to disable reboot on error if it is present.
This will either give you a blue screen error or it will invoke checkdisk which might fix the error for you.
Failing any of this your next step will be to boot the machine from the windows installation cd and select the option to repair the installation. This will only work if it is a windows error, it will not help you if it is a 3rd party driver problem or a hardware failure
