RESTART only option for Shut Down

I am running Windows 98. When shutting down a PC by going to START/SHUTDOWN I need RESTART or LOGOFF to be the only options. The customers do not have access to the power button so shutting down the PC is not an option.

This sounds familiar - use the policy editor and disable shutdown on the start menu by going to local user - shell - restrictions and clicking on the disable shutdown on the start menu option.
