Restore a file deleted from recycle bin?

I would like to restore two files that were
deleted from the recycle bin. These files
are: turbovbf.vxd and tpaudio.386. I believe
these deleted files are the cause of the
CD-ROM not operating. It will start to spin
and then shuts down.
