RSS crawler or ticker?

I have a renewed interest in RSS feeds recently, but not a convenient way to keep track of them (for my attention span), without having to open a program or only seeing the first few words of the headline, which is the most annoying thing for me.

If anyone is familiar with the ticker/crawler on any of the news channels or the 'Bottom Line' on ESPN, that's what I'm ideally looking for in an RSS reader. Up until now, I've been using the standard Windows desktop widget for the feeds, and it is close, as it revolves the stories in the background automatically without me having to do anything or open a separate program or do any searching, and will at least offer the full headline on hover-over, but it's still quite cumbersome.

I'm looking for something that can live at the bottom (or top) of my screen where the taskbar typically is (mine is hide-docked on the side, so it won't interfere). I remember that AIM had something similar for world news feeds, but I want to be able to customize this to only get from the sources I specify.
