Running Outlook without Exchange

At our main location, A, we run GroupWise on a separate mail server, our 45 users have GW clients, and all is well. Recently, we picked up locations B and C. B and C have had their mail hosted by their ISP, and the 15 employees at each location usewhatever mail client they choose, ie Outlook, Express, etc.
My boss is now working at location B. He was using WebAccess, but now started using Outlook 2002. He then wanted to send appointments between 4-5 users at that location. He is telling me(and showed me) that he can send meetings to others and the show up on their calendars among other things. He seems charmed by Outlook, and is looking to set up A, B C with Outlook.
The problem I am having is the obvious, we have GW already in place. But secondly, how can the calendar functions on Outlook work WITHOUT Exchange. Surely, Microsoft is not going to want us all to use Outlook (purchased with OFFICE XP) and not Exchange. Come on, we could buy Exchange, the CALs, the Microsoft Provider to set it up.
