SB03, Exchange03, New Install on PDC problem receiving email… DNS? AD?

I have a one server network on SB2003 with Exchange 2003. The box was set up by someone else through the generic settings and named the domain (PDC) .local

Ok, I can POP into the Exchange server, check mail and send a test mail from that server during set up. Also, I can send an email out via POP from that server as well.

Here is the problem:
When I send an email from outside to my server xxx.com I get the following undeliverable reply:
The recipient name is not recognized
The MTS-ID of the original message is: c=us;a= ;p=america intellic;l=MAIL104021302211TX7A01D
MSEXCH:IMS:America Intellicom:AI:MAIL1 3550 (000B09AA) 550 5.7.1 Unable to relay for test@ticketretriever.com

I’ve done a great deal of troubleshooting with the network and name resolution with our ISP’s DNS servers. In fact, we ran a test that shows that our server is kicking the email back.

My hunch is that I have a DNS or Active Directory problem. That is not a strong point for me and am asking for some input. Help.
