Scandisc always runs at startup

I routinely close windows in the proper manner i.e. from the start menu. When the system says it's OK to remove power, I do so.
When I Reapply power, I get a message saying windows was not shut down properly and scandisc runs again. Any suggestions?

1)Click Start,in Run box type in MSCONFIG,and uncheck the box to run scandisk at startup
2)The problem can occur when the IDE Harddrive Cache needs to be updated,go to Windows Update,select the products update,locate the Windows IDE Hard drive Cache Package and download the update.

It can be allso bad sector on the hard disk. Check it.

edit MSDOS.SYS, and under
[Options] either ammend or insert a line thus:

AutoScan=0

this will prevent the system from running scandisk on any boot. the disadvantage being that if you dont shut down correctly, you will have to remember to run scandisk from within windows, just in case there is a problem
