how can i schedule the FTP services to stop at a scheduled time and restart later at a scheduled time

To stop and start the service from the command line, you can use either sc.exe or netsvc.exe from the Resource Kit. Once you verify that it works properly, you can write one batch file to stop the service and another to start it. For the complete syntax for sc.exe, you can take a look at article Q251192 on Microsoft's Knowledge Base.

Finally, use Task Scheduler to run the stop and start batch files at the appropriate time.

Yes, you can use the resource kit. If you dont insist to use that, you can make use of at, net start, net stop command. Do have a try. Besides, you can have thrid party tool to help you, HPOpenView with ManageX, or Netasking.

use the TASK Scheduler that comes as part of Windows 2000.

When you want to stop the FTP service the syntax is NET STOP MSFTPSVC

When you want to start it it is NET START MSFTPSVC
