Send web page by e-mail

We are trying to send a web page by E-mail. However, when this task is performed the e-mail msg is not a viewable page or a link, displays as an html icon. What changes need to be made to the workstation in order to view as a page? Internet Explorer 5.5 and Outlook 2000. Message format for outgoing mail is set to HTML.
