Sending Fax within Outlook 2002

I have w2k servers and Exchange 2000. Client has WinXp os, and Office 2002 (XP), Fax svc enable and USB modem installed, Fax mail transporter account selected when sending FAX, users account has fax number. When sending it goes out has email and not fax. Any idea. Thanks
