Server DialingClients Periodically

I have a Several computers that I want to link together using dial up networking.The Server has win 2k Server and the clients Win 98/2000 Prof.I want the Server to dial(using modems) each client periodically to access files on the client machines
How do I configure the Server and the clients.Do I need VPN Software and which ones are good
