Set up reserving resource on Outlook2002

We have a Win2000 server network with Exchange 2002 using OfficeXP (Outlook2002). I want to be able to setup users to have access to schedule resources like meeting rooms, company vehicles etc. I know this can be done but can not find how to do it. Do I need to setup a user for each resource on the network or in Exchange? Can I limit what users can change? I want them to be able to schedule a resource but can not change it once it is scheduled. All users can view resources and see what is scheduled and can make a schedule if they need to. Any ideas or resources would be great! Thanks

Used the Public Folders. For example you can create Appointment Items or Calandar Items and then set the security on each Folder created.
The best way to manage the Public folders it's from MS Outlook with the administrator mailbox. Read about Public folder there is a lot of stuff you can do with it.
