Set up reserving resource on Outlook2002

We have a Win2000 server network with Exchange 2002 using OfficeXP (Outlook2002). I want to be able to setup users to have access to schedule resources like meeting rooms, company vehicles etc. I know this can be done but can not find how to do it. Do I need to setup a user for each resource on the network or in Exchange? Can I limit what users can change? I want them to be able to schedule a resource but can not change it once it is scheduled. All users can view resources and see what is scheduled and can make a schedule if they need to. Any ideas or resources would be great! Thanks
