Setup All Sent Emails to be Sent to a List of People

We use Exchange 2003 with Outlook 2003 as the client. Our Board of Directors would like all emails sent out from one of our domains to be sent to each of them. They do not want to be shown as a CC. Is there a way to set this up in Exchange?
