setup Smtp for user to recieve mail

two ways.

One, if you have a firewall that allows users to use vpn. Have the three users vpn into your network and setup thier machines to connect to the server using outlook. Outlook performance may vary depending on speed of the internet lines at both locations.

Two, if your firewall does not allow for vpn. Set your firewall/router to forward ports 110(POP3) and 25(SMTP) to your exchange server. Once the firewall forwards these ports to your exchange server, any body can connect to it over the internet to send and recieve email.
Set your 3 users to use internet email in outlook, and set thier pop3 and smtp servers to the external IP Address of the firewall/router.

PS: If you forward port 80(web) to your exchange server, you can access the Outlook web access over the web too.
