shared tasks outlook 2002/exchange 2000

i have shared my tasks folder and given editor permissions to another user (userb). when userb creates a task and then assigns the task to another coworker, once that coworker accepts the task, they become the owner and userb is unable to delete that task. is this working by design?

yes. The only option you have is that you can ask that you are informed when the co-worker accepts and finishes (or not) the task. Once you have assigned it you can only view it. If you have shared your tasks folder, then just create a task with someone's names attached, and tell it is there, they should then be able to open your task list and view / edit the task that way.
