Show Word2003 toolbars on two rows

Show Standard and Formatting toolbars on two rows is simple enough under Tools/Customise/Options. How do I apply the setting from an MST file? I can’t find the setting. I thought it would be with “Always show full menus” but it isn’t. I am using the Custom Installation Wizard in the Office 2003 Resource Kit to create the MST file.
