Slow folder & files searches

I've been having periods when trying to open or save a file to s pecific location where the PC takes between 30 and 45 seconds to move from one level up or down. To move to the next level it takes the same amount of time as if it doesn't remeber where its at. It doesn't occur in Adobe only Microsoft apps. It started a few months ago and dosn't seem to be getting any better. I've done complete tests and scans without finding any problems. Periodically, it will run normally during a file save or search, then slows down on the next one.
Turning firewall and virus scan off/onn doesn't affect it for better or worse.
I'm running XP Pro on a Dell Optiplex GX620,P4, 3.6 Ghz, w/3.5GB Ram, 160 GB Internal HD and 80 GB external USB drive. PC is about two years old.
Anyone experience this and what did you find?

Depends where the files are located

If they are on the External HDD there could be issues with the USB Interface or even the drive in the process of failing. These USB Drives are not designed to run Full Time as they heat up drastically and can not be properly cooled. They should only be used when required.

If it is the Internal HDD have you run Defrag at all in the time that you have had this system?

You should run this regularly to prevent Fragmentation of the HDD as when this happens Performance is considerably slower.

The Defrag Utility can be Found in the Start Menu under Accessories System Tools.
