Some ISPs show my domain as 'Suspended', what can I do?

Please I need some assistance as I recently transferred my domain to from one host to another. After the transfer, viewing the domain from certain ISPs display an error saying that the site is suspended and I should contact the billing department. This does not happen on all ISPs as I have actually been able to view the website using some ISPs. Could this be due to the transfer or that some ISPs are still holding the old results in their cache?
