Spend the same on HW and have a much better solution

Building a VPN on top of an Operating System that has always had vulnerabilities is not a good idea, especially if it costs you money as well. So I can understand the argument for IPCOP, but for those who want a professional stable and reliable solution, look at one of the vendors that delivers ASIC based, proprietary, fast hardware solutions.

Their starting cost is lower than just the Microsoft software cost. They are much cheaper to operate, are much more reliable and provide inherently a much tighter security. Netscreen for instance sells boxes that start around $500 that deliver real FW + VPN solution for real use. Cisco and Nokia have great solutions too. Note: I am not in any way affiliated with Netscreen.
