    How do I determine the number of man-hours it will take to support my network and users. Is there a formula to determine staffing requirements?

      You may be able to use this as a general guideline:

      but probably you will need to adjust numbers according to your reality. Every business is rather unique; networks are of varied sizes; staff technical sophistication or lack thereof; all of these things vary and probably the best guideline you can use will come with experience.

      There is no hard and fast rules. Even Gartner, which likes to create such stats, doesn’t give them.

      There are drivers which can increase or decrease the number of people you need.

      Desktop Factors:
      1) Age of computers – older computers tend tohave more catastrophic failures of power supplies and hard disks.
      2) Major brands or clones – clones tend to have more variability in parts – need more expertise and bodies to service.
      3) Number of OSs -the more diversity you have in Operating systems, the more people you need to support
      4) Diversity in applications – same logic as 3

      Corporate factors:
      Is your company a company that uses IT for corporate advantage, or a company which is a conservative adopter of technology. Conservative companies need less staff as their rate fo change is less.
      Expectations – if your company demands a higher level of service than average in terms of response times and downtime, then you need more people than average.

      This is really scratching the surface. I would suggest you benchmark where you are currently, and then break it down further to show where your org spends its time. Then you can make better predictions on how a change will affect your staffing requirements.
