Start Page on Free WiFi

I have a client looking to set up a free WiFi, but she wants to have the start page set to be something about her business and possibly have it semi-protected so other businesses and such in the area are not using her network connect. Could someone direct me to resources regarding this? Simple XP computer, Linksys router, DSL internet service.
