start up folder in domain/user profile not been created in windows 8.1

after join computer to domain, when the user login for first time; profile will be created, but under the user profile no startup folder in been created, however if a local user is login ,will create startup folder of the local user.
path for Startup folder should be “C:\Users\username\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup”
