when you see the screen starting windows, (just after you are turned the computer on) press f8 and select safe mode.
if you able to enter windows, you have a software problem (devide driver, or another program that is installed that is interfering, or if you had recently installed a new hardware it could be that too)
for device drivers problems: r-click on my computer, go t properties, and then device manager, check if you dont have any yellow marks, (those means trouble) you have to remove them or update the drivers, 2x click on them to see what the error message is).

If it's a software that you have installed, remove all unnessary programs.

it could be a difficult process to reolve.
as last resolve you can reinstall win98 (in the same folder, and then the programs to (also in the same folder ) so you won't loose any information.

Can you start in Safe Mode..

just before its about to boot
f8 then select the safe mode...

if you are able to do so...
then after booting into safe mode....disable the screen saver for once...reboot and see if it helps..

by the way...there is an icon in the task bar...normally the very first just right to start button...hovering over it ..will tool tip desktop it..should resorte your desktop..

try it..

and hope it helps..

if no joy in Safe mode, get somebody you know with windows 98 to make you a boot up disk. then check for viruses using updated virus definitions...

if u are on a network contact your network administrator coz profiles can get corrupt and your icons can be lost. regarding task bar it might in hide mode. try start settings--task bar & start menu options you can get through.

Since the screen saver starts immediately, I too would suspect that as was previously mentioned. If you cannot get it off, try booting into Command Prompt and rolling back the registry to a previous good version with Scanreg /restore. Scanreg /fix might also be an option if it is something else other than the screensaver. See KB183887 for more info.

Sometimes the registry file just to large and it is time to format and re-install the OS
