“startx” won’t start X if not root

System RH 7.0. I can log into text mode, but when I try to execute “startx”, I can do it only when I’m root. Otherwhise I get error that server should be run only in SU mode and that I have to use XWrapper to start it.
I changed runlevel to 5 and could log into graphical interface with any existant user, but when I changed run level back to 3 – situation is still the same. What should I change in order to be able to start X from text mode while not being root? Is it a bug in 7.0 or feature to prevent users from starting X server?
