suggestions for an off the shelf app

Our client has entered into multiple international distribution agreements, and is looking for a structure for identifying operational issues they present in order to coordinate their implementation. For example, some of these agreements require that they provide the distributor with technical data. This in turn requires that persons in their organization be alerted to this requirement and take responsibility for it. Other examples are that the distributor is required to make milestone payments to their company, meet deadlines for registering products, and purchase minimum quantities. This in turn requires that compliance be tracked and any necessary follow up be pursued. Any suggestions would be greatly appreciated.

While I'm no expert in this area wouldn't it be best to have a centralized Error Reporting Facility from the maker to report problems to and work out fixes or rewrites as any Country Distributer will only slow the process down by allowing them to try to solve a problem and then once they fail passing it back to the maker for a solution.

Most Countries Distributors will have their own Help Desk but by the very nature of the program it will be limited to common problems like faulty installs or similar type things. While they will be able to solve the easy problems once they get to know the software they will remain unable to solve the harder problems that require a Developers attention.
