I am interested in building a survey taking tool for my company and am a little unsure of what programming language would make the most sense to use. We will be running Apache 2.2 with Tomcat available if necessary. We expect a maximum of 20 people taking the survey at a time. The survey will be approx 30 questions, and if successful will probably lead to multiple surveys running concurrently. I have done work with both PHP and JSP in the past but I am unsure which one would be the best to use in this case. The environment is solely windows, but I would like to avoid learning ASP.net unless it is absolutely the best choice. Does anyone have any arguments one way or the other, and reasons why?
