TCP/IP Error, Can’t upload, can download

Win2000 Pre-SP4 Hotfix “Q320206”
Standalone PC, Dial-up
Netscape 7 PR1 and MSIE 6.0

I can’t seem to upload much at all.

I can download everything, AV updates, work units for S@H, G@H, F@H etc.
I can send from my Netscape.net mail account inNS 7PR1, IMAP/SMTP server.
I can send to some message boards, but I needed to use my OS X machine to send this.

I cannot upload anything to SETI-, Genome-, Folding@home or distributed folding. I know that S@H has some problems, but all of them?

I cannot send email from my normal POP account. POP and SMTP servers have the same name: mail.bigpond.com I receive email OK. (But I can send email from the POP account if I dial into it from my mobile phone.) I usually get an SMTP failed orrefused error after browser upgrade, but deleting the SMTP reference and then adding again does the trick. Not this time.

Cannot send email from POP account using Outlook Express. Receive OK.

I may have stuffed things up when applying the last Win2k hotfix, but uninstalling it doesn’t help. I un-, re-installed the TCP/IP protocol. I tried some suggested Registry settings. No good

Where should I try next? (I might just reinstall Win2k.)
