TCP/IP without admin rights

How can I set a user level that allows users to change TCP/IP settings without having admin rights on the local PC? I've looked at NetSwitcher and Mobile Essentials, but both appear to require admin rights to make registry changes. I want to allow these changes while keeping the PC locked down for most other changes.

I'm not sure if this will work but its worth giving it a shot. in regedt32 (security/permissions)you can change the permission for registry keys. So by changing it you can specify who can change it. Once that is done you can make registry keys for them to import with the required settings. Hop this might help somewhat

This may be the only answer. We may have to come up with a registry hack to be imported to those users PC's. Unfortunately, this is a major task when dealing with thousands of PC's.
