For budgeting purposes, are there standards for the number of pages a technical writer should produce when working on a business procedures project?

For a Tech Writer, there isn't a set # of pages but page count set by content. Also taken in consideration is target audience age. If you really would like to know how to prepare a technical document in a standardized form and format check out DODISS (Department of Defense Index of Specifications & Standards). They have an extensive listing of how to prepare technical documentation (Tech Pubs) and companies large & small usually adhere to their standards. (might as well. Their the biggest buyerof goods & services).

I don't want/expect any points for this answer, but had to chime in: Measuring a tech writer by the page is like measuring a developer by the lines of code -- makes no sense. You write what needs to be written, based on the requirements and the audience.
