Why should a Project Proposal be in a form of a template? I believe that having too much details i.e. specific formats we are curtailing and making to rigid for us to come up with a comprehensive proposal.

A template is only a guideline for filling in the details. You start with the template (i.e. Save As...) and then add the specifics. A template can give you standard headings, legal terms and conditions, termination processes, etc. It's entirely up to you to add the detail under it.

Generally speaking, templates embody the knowledge and experience of those who've done the work before you. Using a template allows you to take advantage of their experience.

If you want to see what happens when someone does not have a template to work with, check out the posting under the Client Relations forum called "Accounts Receivable". If this person had access to templates, they might not be in a position where they could not collect from their customer.
