Templates in Word 2007

Hi, my client needs a Word 2007 template done with custom
background (headers and footers won’t work in this matter since the
background is from top to bottom of the page).

Since it will be primarily sent via email PDFs, they’d like the
background not to be washed out like a watermark will do.

Just laying it out is easy, since all I do is put a large JPG at the back of
text and centre and resize it etc. I’ve adjusted the margins to the page
so that the text only flows on a particular part of the page as
according to client. But when the document text overflows onto the
next page, the background picture isn’t replicated.

How do I create a template with the needs above? Is there a way?

Also, how do I LOCK content? or LOCK fields?
