The Local Policy of This System Does …

What can i do to resolve this problem???
I’m not able to open a local session!
I have only one user account and it’s the administrator user access.
I have read the Q279664 and Q276590 but i don’t have the file NTRIGHTS.EXE. Did somedody can tell me the solution ???
