The service profile is Damaged

“The service profile is damaged. Re-install the service profile.

How can I fix this problem? I have tried everything I can find on this subject. This is not my machine so I do not wish to install the OS. I have tried Microsoft’s “Q232628” solution all 4 parts, I have tried removing from startup menu, I did not have msn (any version installed) I removed messenger I have checked the registry for known folders. what I can tell you is that Windows 98 Second Edition, Dell laptop, uses IE5.0 on a company LAN, Uses dial-up at home on a toll free number. Also if relevant has AOL 4.0 but does not use it.
This happens when start-up, no double clicking on anything. Thank you everybody.
