Time Services

I have a problem on my DC. I set it up to syncronize offsite but not working. I can’t syncronize w/another DC either.
When asked to sync using w32tm /set I get the message RPC to local server returned 0x0
What does this mean and how the “h” can i get this time stuff to stop
