totally deleted windows intaller help

cant install programs from my windows cd disc or any software messages i get are – windows installer missing or using computer in safe mode contact administator — which is me

    ty for reply it wouldnt install after downloading have sorted prob now just totally rebooted system but losing some files oh well as pc totally crashed & gave up so all new again
