How do I transfer data from and SQL SERVER DB to ORACLE DB using
API .. I'd like to do it dynamically..

I don't use SQL Server or Oracle, but the easiest way would be to look for a utility with the SQL server database that can export your data into either a raw SQL script or some delimited value file. Then using a utility from Oracle that can import the SQL script or delimited file in. It's probably best to go with the SQL script since it should contain the table definitions (you may need to specify it when doing the export).

Otherwise, if you're looking into "programmatically" doing the import, you'll need some developer language (e.g. Delphi, Visual Basic, etc.) and an ODBC connection to port your data over. There's general ODBC API, but the developer language should have those ODBC APIs wrapped up into little objects.

Look into SQL 7.0 "DTS" utility it should do what you want! It installs with SQL 7.

It seems to me that Oracle Transparent Gateways is exactly what you need. Installing this product you will get transparent access from Oracle database to SQL SERVER(or many others). Then, for example you can write simple PL/SQL procedure, which getsdata from MS SQL and fills required Oracle tables. If you would do it on regular basic use dbms_job to run in on schedule. That is the simplest way.
