Trouble with multiple IE windows

I have a problem at one of ny users PC’s.

He cannot open more than one IE windows (neither separately nor when clicking a link that should open a separate window).

He runs Win2000 sp 3, IE 6.0 sp 1, and the full Symantec Norton internet security package – on ADSL from his home office.

Anyone for a suggestion ?
